Controlled allocation order 2021

The Controlled Allocation (Various Groundwater Sources) Order 2021 was published on 15 October 2021 (NSW Gazette No. 522 - Pages 1-16). This Order makes aquifer access licences available in 47 groundwater sources. Details of these groundwater sources are in Schedule 1 of the Order and are shown Groundwater Sources map – CAO21. Registration of interest

The registration of interest period is opens on 1 November 2021 and closes at 5:00 pm on 30 November 2021. Late applications will not be accepted.

What to prepare?

In preparation for your registration of interest application, please ensure that you know which groundwater source applies to you. Contact WaterNSW on 1300 662 077 to confirm which groundwater source applies in a specific location.

Important note: Groundwater may not be of sufficient yield or quality in your location of interest for some purposes and the department does not refund fees or payments on this basis. WaterNSW (1300 662 077) may be able to provide insight based on hydrogeological information held by the NSW Government. You can also privately arrange hydrogeological testing to understand the expected yield and water quality at your location. Contact WaterNSW to receive advice on the licensing requirements.

  • There is a minimum bid price per unit share.
  • There is no minimum number of shares that you can apply for, however; there is a maximum number of shares being released, as specified in Schedule 1.

  • The completed and signed application form must be submitted to the Department of Planning, Industry and Environment by 5:00 pm 30 November 2021 (the application fee payment instructions are noted on the application guide).

  • The department will confirm via email when your application has been received. If you do not receive a confirmation email from the department within two business days of submitting your application via email or five business days of submitting it via post, contact the Controlled Allocation Helpdesk via email –

Submissions via post

  • It is recommended that you express post or register your post in case your application goes missing.
  • Applications will not be accepted unless it has been received and there is evidence it was sent before 5:00 pm 30 November 2021. It is recommended that you either:
    • submit your application so that it arrives before 5:00 pm 30 November 2021.
    • post your application over the counter at a post office instead of depositing in a post collection box (post placed in post collection boxes may not be stamped or processed till the next day).
